確かに、高いほど下がるってのは書いていないですね。
掲載順位が低いものが、高いものよりコンバージョンがよいということが書いてあります。
アクセス量とコンバージョン率がトレードオフなため、
コストをコントロールしながら効果が最大になるようにしなきゃね、みたいなことも書いてますね。
なので、まったく逆ってことでもないと思います。

「人気度が高いキーワードは、掲載順位が高いほど、コンバージョンも下がるという結果が出ました」というのは誤りです。その逆です。報告書の英語原文をご確認ください。
